Words that might describe Rifka- brave, patient, optimistic, clever, adaptable, loyal, determined, witty, confident,  helpful, generous, honest    

 Immigration laws in the United States were very strict during the time period in which Letters from Rifka was set.  The 1917 Immigration Act set a literacy test for reading English “or some other language or dialect”, including Hebrew and Yiddish.  This act also created the Asiatic Barred Zone, which kept out some Immigrants from India, Indochina, the East Indies, and parts of Russia, Arabia and Afghanistan.  Immigrants who were thought to be unable to support themselves were barred from immigration.  The 1918 Anti-Anarchist Act kept out people who were thought to be dangerous to the United States.  The 1920 Anti-Anarchist Act called for anyone who had material calling for the violent overthrow of the United States government to be kicked out of the country.

 

Keeping in mind the above laws, write a letter to the Department of Immigration on behalf of Rifka Nebrot.  Using your knowledge of her character traits and her talents recommend that she be allowed to immigrate to the United States.  You may use some of the character traits from above or add your own giving examples from the novel that to explain why she would make a good U.S. citizen.
