Chapter 7  “A More Perfect Union” Section 1 Questions to consider

 

1.  How did England violate the terms of the Treaty of Paris?

     ENGLAND VIOLATED THE TERMS OF THE TREATY OF PARIS BECAUSE TROOPS 

      WERE NOT REMOVED FROM THE U. S. TERRITORY AND DIDN’T RECOGNIZE

       AMERICAN  INDEPENDENCE.

 

2.  Why did state constitutions restrict governors’ authority?

      STATES AFRAID OF PUTTING TOO MUCH POWER IN THE HANDS

      OF A SINGLE PERSON

 

3.  Why did Congress make laws regarding Western settlement?

      CONGRESS MADE LAWS TO DIVIDE AND SELL WESTERN LANDS;

      TO ESTABLISH NATIONAL AUTHORITY AND TO SET RULES FOR

      TERRITORIES TO BECO  STATES

 

4.  What were some financial troubles AFTER the war?

      AMERICA COULD NOT PAY ITS DEBTS, INCLUDING MONEY OWED

      TO SOLDIERS AND OTHER COUNTRIES.  MONEY NOT VALUABLE

Chapter 7, Sec. 2 “Convention and Compromise” – Study Questions

 

 

Chapter 7  A  More Perfect Union:  Section 2 Questions to consider

 

1.  What caused Shays Rebellion?  Why did it frighten many Americans?

Shays Rebellion was an uprising on the frontier to protest the fact that state governments were seizing  private property to pay war debt.  Many Americans were frightened because they worried that the government would not be able to control the situation.

 

2.  When and where did the 55 delegates meet for the Constitutional Convention?

The 55 delegates met in Philadelphia, Pennsylvania from May to September 1787.

 

3.  Who is called the Father of the Constitution?  Explain why.

James Madison was called the Father of the Constitution because he was the author of the basic plan of government that was adopted.

 

4.  What was the Three-Fifths Compromise?

Under the Three-Fifths Compromise, each enslaved person would be counted as 3/5 of a free person for purposes of taxation and representation in Congress.

 

5.  Why did some of the delegates refuse to sign the Constitution?

Some of the delegates refused to sign the Constitution because they worried that without the protection of a bill of rights, the national govt might abuse its power.

 

   

Chapter 7, Sec. 3 “A New Plan of Government” – Study Questions

 

 1.  Why did the Framers of the Constitution think it was necessary for a division of power and a system of checks and balances?   

It was necessary to divide powers because it would keep any one person or group from gaining too much power and prevent abuse of power.

 

  2. Under the Constitution, what are some of the powers of the federal govt.?

 Power to tax, control currency(money), raise an army, and declare war; also pass laws that are “necessary and proper” for carrying out its responsibilities

 

 3.  Under the Constitution, what are some of the powers of the state govts.?

Power to pass and enforce laws and regulate trade within their borders; to establish schools, and local govts.

**Both federal and state governments have the power to tax and build roads.

 

  4.  The Constitution and the laws passed by Congress are “the supreme law of the land."  What does this mean?

The Constitution is the final and supreme authority of the United States.  No state could make laws that are in opposition to the Constitution.

 

 5.  Why did some states want a bill of rights added to the Constitution?

Some states wanted a bill of rights added to the Constitution to protect individual freedoms.

Northwest Ordinance 1787 - set up rules for territories to become states; outlawed slavery in NW Territory
