Legislative Branch (United States)

 Congress(House & Senate) is divided up into 2 Houses

 Number ofHouse members is based on each state’s population  (California53 – Montana1) …Virginia Plan

There are 435 members of the House and 100members of the Senate.

 

Number of Senate members is based on equalrepresentation (New Jersey Plan)

Congress meets for two-year terms, two one-yearsessions. New Sessions begin January 3rd.

The President of the U.S. can call a special session.(War, Disaster, etc.

 

After each census the number of seats inthe House are changed and the districts are redrawn.  This is due to population change

Districts are often Gerrymandered

House members serve 2 year terms

 

QUALIFICATIONS

House of Representatives

            a) must be25 years old

            b) musthave been a citizen of the USfor 7 years

            c) mustlive in the state you are elected from.

 

Most are White, Male, and have law experience

 

 

Senators usually have more experience than housemembers.  (more well known)

 Senatorsserve 6 year terms. There is less pressure on Senators because they servelonger terms.

 

QUALIFICATIONS

MEMBERS OF CONGRESS PLAY 5 MAJOR ROLES… They are:

  1. Legislators (make laws)
  2. Representatives of the people
  3. Serve on committees
  4. Servants of their constituents
  5. Politicians

 

 

Non Legislative POWERS….

Constitutional Amendments –must have a 2/3 vote in eachhouse.

In case of a tie in the electoral college, the house ofrepresentatives must decide..using the electoral process..(by state)

 

POWERS…

Impeachment- the House can bring charges with amajority vote….but the Senate must have a 2/3 vote to remove from office.

Treaties – Senate must confirm Presidentialtreaty

 

 

LEADERSHIP IN BOTH HOUSES

SPEAKER OF THE HOUSE – the presiding officerin the House of Representatives, and is in charge of running debate and votingon the House Floor.

Is selected by his fellow members..and depends on themajority party. 

 

PRESIDENT OF THESENATE –

AKA = The Vice President

Does not normally run the everyday procedures in theSenate, only there to break a tie vote (50/50)

 

PRESIDENT PROTEMPOREMore Involved in the everyday floor  proceedings..

Like the speaker, also selected by the Senate and is asenior member of the majority party.

  • Our voting district is 9th

3. ASSIGNMENT

  1. Open up Microsoft Word
  2. Go to www.electoral-vote.com
  3. USING THE MAP ON THIS WEBSITE, TYPE THE STATES THAT CURRENT POLLS SHOW WILL DETERMINE THE OUTCOME OF THIS ELECTION. SHOW HOW MANY ELECTORAL VOTES THOSE "SWING" STATES HAVE, AND THE PERCENTAGE LEAD THAT ONE CANDIDATE HAS OVER ANOTHER. 
  4. According to these polls, type which candidate has an advantage and how many electoral votes each candidate has basically "locked up".
  5. PRINT DOCUMENT, bring back tomorrow.

DEBATE WEEK, student will be watching clips and portions of all the presidential and vice presidential debates. Worksheet was completed during some of the debates. Discussions for understanding the policies and issues spoke about during the debates occured during class. Email me if you need a copy of the worksheets. However, you will need to watch the debates on your own as we watched them over the Internet in class.

6 Basic Principles of GOVERNMENT



1.Popular Sovereignty

We (the people) created this govt.

We (the people) give it its power and can take it away

Gov. requires our consent



2.Limited Government

It can’t do whatever it wants

We limit its powers in writing

It is not above the law



3.Separation of Powers

Gov. is divided among branches each with its own duties

Helps prevent abuse of power



4.Checks and Balances

Similar to separation of powers

Allows each division (branch) of gov. to check or stop the others

Slower but guarantees no division (branch) gets too powerful



5.Judicial Review

Checks the gov. to see if it acting within the law

Created early in nation’s history



6.Federalism

Divides gov. into one large central and smaller gov.

Helps protect people by allowing more local gov.

Keeps a strong enough gov. to deal with more worldwide/national issues

Keeps local control and focus
